Workforce Placement Manager

SUMMARY: The Workforce Placement Manager is responsible for executing seamless program management, including the development, coordination, and delivery of career counseling and placement processes, resources, events, and marketing related to the Build California program. This position is critical to the success of the Association, our members, and the construction at large by leading the implementation of the innovative and timely placement strategies and services necessary to connect people and communities to meaningful careers and rewarding futures.

ESSENTIAL DUTIES AND RESPONSIBILITIES: including but not limited to the following. Other duties may be assigned.

  • Responsible for the development, management, and execution of all goals and initiatives related to the Build California program with a focus on placement strategies and activities for all types of program audiences, including youths, college students, ready-to-work adults, educators/guardians, and industry professionals.
  • Develops and leads project management through organizational tools such as standard operating procedures (SOPs), project plans, performance reports, impact metrics, and contact databases/lists to ensure timely and complete delivery and reporting for the Build California program.
  • Manages counseling and placement process, providing guidance on career and training options to interested candidates, connecting them directly with employers, pre-apprenticeships, apprenticeships, other training programs, and/or college or university programs. Responsible for independently managing cases with monthly placement goals to maximize program impact and overseeing case management for all internal staff with active cases.
  • Provides direct technical assistance, materials, speakers, and other resources, including program activations, to educators, school counselors, administrators, community-based organizations, ambassadors, and industry professionals interested in providing students and community members with information about construction careers and training.
  • Oversee the management of ELENA, a case management software and performance tracking database. Responsible for ensuring accurate placement tracking and developing reports for various purposes and audiences, including the board of directors, members, funders, and sponsors.
  • Manages the logistics, scheduling, registration, budget, and overall execution of all Build California career fairs and bootcamps where AGC CEF is the primary planning/host organization and in-person Sponsor-Match or Placement events held in partnership with pre-apprenticeship and apprenticeship programs. Responsible for meeting event registration, exhibitor/booth, and budget goals.
  • Responsible for Build California program and event sponsor management, including recruitment and prospecting, invoicing/payment, benefit fulfillment, and generating confirmations and thank you letters. Coordinates with the Brand & Content team to ensure benefit fulfillment for all sponsors and donors.
  • Responsible for ensuring budget goals are met for all line items, vendors, events, and grants related to the Build California program.
  • Oversees and manages a database of all union locals and apprenticeships policies and contractor sponsorship practices for internal and external use by AGC member companies. Coordinates with the AGC of CA Labor Relations Team to ensure the database’s accuracy and the best distribution strategy.
  • Develops and manages relationships with pre-apprenticeship and apprenticeship programs and other community or industry training programs, raising awareness about Build California and increasing partnership and placement opportunities. Partners with the AGC of CA Labor Relations Team to ensure alignment on strategic outreach and relationship management related to union partners.
  • Oversees and manages the Build California online job board, ensuring maximum job board exposure and utilization by AGC member companies and job seekers.
  • Manages the certificate program section and content on the Build California e-cademy. Follows up with all graduates and provides career counseling and placement services. Ensures compelling success stories are shared with external audiences by working closely with the Brand & Content team. Partners with Training & Education or Digital Content Manager to develop and launch new certificate courses.
  • Monitors industry publications and stays abreast of construction industry and construction workforce development news, trends, and services.
  • Develops and provides Build California-related content for marketing, newsletters, social media, the Association publications, and the Association website. Partners with the Brand & Content team and the Communications team to ensure key strategies and messaging are executed.
  • Attends and represents the Association and Build California at all types of external-facing events, maintaining effective working relationships with external stakeholders, including AGC members, educators, strategic partners, vendors, speakers/trainers, sponsors, and volunteers.
  • Provides back-up program development, management and/or other support for AGC WFD programs/services as necessary and/or assigned.

SUPERVISORY RESPONSIBILITIES: This position supervises the Workforce Placement Coordinator and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.

TRAVEL REQUIREMENT: This position has a 30% travel requirement.

EDUCATION AND/OR EXPERIENCE: Bachelor’s degree (B.A.) or related field from an accredited college or university or technical school and a minimum of three years of professional experience in construction industry and/or youth/workforce development programs, or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS:  A current CA driver’s license and proof of auto insurance are required.
