AGC of California Support Letter: Mayor Bass Executive Directive 7
On Nov. 8, 2023, Mayor Bass signed Executive Directive NO.7 Streamlining and Accelerating Housing Production. At a high level, the directive aims at streamlining the CEQA process, permitting process and intergovernmental relations to execute on multifamily housing projects within city lines. At the direct request of Mayor Bass, AGC of California sat down to discuss with the Office of Business and Economic Development. The city is looking for AGC of California’s unfiltered input on barriers of entry, and issues limiting the execution of multifamily projects. This would include Los Angeles Housing and Community Investment Department, LADWP, BOE, DPS, etc. Under the directive, Mayor Bass has ordered the Office of Business and Economic Development to establish a working group with those agencies to discuss the concerns/barriers we provide to the Mayor’s Office.
In a response to Mayor Bass’s Executive Directive 7, AGC of California submitted a response letter with industry feedback to be considered. This will be the first step of advocacy on this matter. We will be working to have further dialogue with the city moving forward. As more information is released AGC of California staff will update members in a timely manner.

OSHSB proposes new lead standard
On Feb. 15, California’s Division of Occupational Health and Safety Standards Board (OSHSB) proposed a new lead standard.
When will the new Lead Regulation Take Effect?
The current language is currently under review by the Office of Administrative Law (OAL) and the implementation date will be pushed back to Jan. 1, 2025, giving companies time to comply with the new requirements.
Key Added or Changed Provisions in the new Lead Standard:
- Permissible Exposure Limit to lead will be reduced from 50µg/m3 of air to 10µg/m3
- Action Level for airborne lead will be reduced from 30 µg/m3 to 2 µg/m3
- Blood lead level monitoring will now be required for all workers who’s BLL is at or above 10 µg/dl, the previous BLL was set to 40 µg/dl.
What does this mean?
With such a significant decrease in the PEL, employers will need to implement engineering controls on jobsite more frequently to ensure exposure limits are below the new PEL of 10µg/m3. We may also see an uptick in lead poisoning cases in California due to the 40 percent decrease in the blood lead level threshold that would remove workers from a job.
Throughout the entirety of the implementation process, AGC of California has been actively engaged, providing both written and verbal comments. Specifically, we addressed concerns regarding the significant decrease in PEL and AL, the lack of clarity surrounding the criteria for identifying individuals as “unfit to work,” and the potential burdens this revision may impose on employers.
